JOB SUMMARY:
Manages overall compliance activities of both inbound and outbound transportation operations for assigned location to achieve and maintain DOT compliance in accordance with PSC policies, practices and procedures. Additionally performs new hire and refresher training on General Safety as well as Transportation related topics.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
o Supports operations Health & Safety policies and assists the operations staff in fostering a zero tolerance culture, thereby ensuring health and safety compliance
o Understands applicable regulations and assists with development and implementation of programs to ensure compliance
o Inspects work areas and equipment to identify compliance issues.
o Documents safety inspections, citing dangerous areas/procedures/practices.
o Recommends corrective actions
o Maintains safety equipment supply and availability
o Maintains and calibrates field sampling equipment.
o Recommends and works with management to implement processes necessary to ensure DOT compliance for all regulated equipment, vehicles and personnel.
o Perform new hire training for all employees including OSHA, PSC, Client, Federal and State required training as well as Federal Motor Carrier and Hazardous Material training for commercial drivers.
o Works with management to create programs to identify and positively recognize DOT compliant personnel, vehicles and equipment.
o Identifies non-DOT compliant personnel, vehicles and equipment and facilitates Loss and Near Loss Investigations with Management to resolve.
o Influences directly or through others the internal fleet operations staff, including drivers, mechanics and dispatchers to adopt a compliance based culture.
o Compiles, records, and maintains required data from various documents including DOT logs, driver qualification files, maintenance, hours of service recap, and permits to ensure DOT compliance.
o Keeps up to date on location DOT Compliance Scores and Ratings. Notifies management of results and recommends positive or corrective actions based on results.
o Keeps up to date on roadside inspections through DOT websites and personal interaction with drivers. Notifies management of any inspection results.
o Conducts investigations to determine causes of incidents and to improve safety procedures
o Prepares and leads the location during any expected State or Federal Inspections.
o Creates relationships with applicable state and industry personnel (ex. Inspectors) in order to develop professionally as well as benefit PSC.
o Assist in reporting of Hazardous waste transportation activities.
o May work to help direct the implementation of safety technology including deployment and use of electronic compliance tools.
o Establishes open communication with team members through regularly scheduled meetings and high visibility.
o Promotes and maintains a safe and compliant working environment
o Works as part of the Location management team to identify problems and resolve issues
o Maintains up-to-date knowledge of any changes to laws and regulations that impact the Company
o Performs other duties as assigned.

EDUCATION/CREDENTIALS:
o 4 year college degree
o In some cases Associates degree will be considered along with plan to continue education.
JOB RELATED EXPERIENCE:
o 5 years DOT Compliance
o Safety training experience can be considered to offset some of the Transportation experience.
o Military background will be given strong consideration to offset education and job related requirements
DEMONSTRATED KNOWLEDGE, SKILLS AND ABILITIES:
o Thorough knowledge of DOT, OSHA & CAL OSHA regulations.
o Demonstrate excellent analytical and problem solving skills
o Must have solid knowledge of Commercial Vehicle Types
o Must demonstrate excellent verbal and communication skills.
o Thorough knowledge of Microsoft Office products.
